– Establishing commercial centers and sites of the Caspian countries in each other’s coastal areas will provide the basis for a tangible and physical presence in target markets and can be a base for expanding trade relations and eliminating many existing obstacles. The establishment of excellent Caspian health care centers, Caspian scientific education centers, Caspian tourism institutions, etc. with joint investment by the countries of the region can be prioritized in the understandings. Considering the research and research capacity of the countries of the region in scientific-applied fields, the formation of joint science and technology parks is among the issues that can be discussed and examined.
– Concluding regional memorandums of understanding regarding the possibility of issuing visas at destination in the short term, and eliminating visas in the medium term between the countries of the region in order to expand trade and tourism relations and facilitate and accelerate the entry and exit of travelers from the countries.
– Establishing regular flight routes on the communication routes of the centers of the coastal provinces and the Caspian Sea margin between the countries of the region.
– Organizing specialized and public exhibitions, dedicated or joint, of the economic capabilities of the provinces in the countries of the region, in a regular and planned manner to advertise and introduce the economic and export capacities of the provinces.
– Concluding regional agreements on reducing and preventing pollution of the Caspian Sea and jointly combating smuggling of goods, currency and drugs.
– Forming regional working groups and their specialized groups, with the participation of all relevant provinces of the Caspian Sea coastal countries, with a formal organization and structure and an active secretariat that will periodically change between the member provinces of the working group. (In this regard, Guilan Province declares its full readiness to prepare and draft the organizational structure and description of the tasks of the aforementioned working group.)
– Holding an annual meeting of the governors of the Caspian Sea coastal areas and expanding it to other countries in the region for coordination between the officials of the provinces of the Caspian coastal areas.
